TikTok Secures Future with American Cybersecurity Infrastructure Implementation

TikTok confirmed Thursday that it has finalized an ownership restructuring establishing a majority American-owned entity committed to implementing American cybersecurity infrastructure and practices. The agreement emphasizes adopting US security standards and technologies.
ByteDance, the Beijing-based technology company behind TikTok, has agreed to reduce its ownership stake to 19.9% in the American entity, while US investors control 80.1%. Oracle’s 15% stake is particularly significant for cybersecurity infrastructure given its security technology capabilities, alongside Silver Lake, MGX, and Michael Dell’s firm.
The deal addresses congressional concerns that extend beyond ownership to actual cybersecurity practices and infrastructure. American ownership enables implementing American cybersecurity standards, technologies, and practices that might differ from Chinese approaches. This includes American encryption standards, American security protocols, American threat detection systems, American incident response procedures, and American security auditing practices. Infrastructure and practice localization complement ownership changes.
Leadership of the American entity falls to Adam Presser as CEO, with oversight from a seven-member board specifically including cybersecurity experts who can ensure proper security infrastructure implementation. The new US entity implements American cybersecurity infrastructure: deploying encryption meeting American standards, implementing American-standard access controls, using American threat detection and response systems, applying American security audit practices, and following American incident notification protocols.
